EMC was founded on the basis of Horizonti, the very first Georgian foundation operating in Georgia. Together with strategic and institutional development of newly born non-governmental organizations, Horizonti financially supported the implementation of many programs nationwide, initiating and facilitating social policies in health, social welfare, and education. After 15 years of successful activities, Horizonti transformed into two organizations: the Georgian Evaluation Association (NGO) and Evaluation and Management Consulting (LLC). The founder and former Executive Director of Horizonti is the founder of EMC, bringing two decades of extensive leadership in management, strategic planning, and evaluation.
